Hello Pooja, I must congratulate you for scoring so handsomely in JEE Mains. Your ranking of 7500, even if in category of SC, is quite good. I am sure you should get admission in your desired NIT with this. But as a rule of thumb, to get admission in home state NIT is very tough. Your score is good enough but admission in IIHMR, Jaipur is subject to minimum 50% and GD/PI score. For information on weightage and other criteria visit the website of IIHMR, Jaipur.

No, there is no such requirement of sectional cutt off but you need valid test score followed by GD/PI and minimum 50% in graduation.
