In 2nd round you can change your branch but not in 2nd year.
You need to pay 8000/- Rs for shuffling branches.

First of all, congratulations for these scores. As far as government colleges are concerned you need to wait for the CAP rounds to start. I can assure you about Pune but there are possibilities that you can make it in Nagpur colleges.

CS is the branch, which is in utmost demand in RCOEM. But, there are slight chances, you can get CS in first round else you will surely get in 2nd round mostly shift 2 of CS.

Yes, you can definitely make it up for RCOEM. But, as far as specialization branches are concerned, you need to wait for cap rounds.

It is a little difficult to interpret if you could make it with this score for electrical in first CAP rounds.
But you can definitely try for the same branch in 2nd round.

There is no eligibility but there is every year a cutoff score for mains and advance ND-CET.
It varies every year.
