As per analysis of previous year's papers for RBI Assistant the level of overall difficulty of the exam is usually moderate.
1. The question level in the English Language section is usually easy to moderate.
2. The Quantitative Aptitude and reasoning ability sections can be difficult in some years. However, the majority of questions are of a moderate level.

Yes, even if you studied the local language in 10th grade, you must take LPT to get selected as an RBI Assistant. The Language Proficiency Test is conducted after the main exam for RBI assistants.
