Foreign universities have their own admission process. Your scores are decent. Shortlist few colleges in Germany. Checkout their course and syllabus. Select few colleges where you would like to apply. Prepare for the entrance exams which they consider. Do well in exam. Proceed with admission process. You will get admission in private colleges if you are not from Maharashtra. The government colleges are only for their own students, you need to score atleast 75 percent marks to get a good college.

Mechatronics becomes more multidisciplinary and robotics unifying subject. You can go to robotics arena with mechatroics master without restriction but reverse is not always true. As for colleges I see its already answered.
