One gets his reservation according to his application. You have to show your Certificate according to your application and if you can submit your certificates, then you get the reservation for that. So, first thing is you need to fill the form correctly and carefully. As you havenot mentioned about your rural quota in the form, so now you won't get the facility for that reservation. So, now you arenot eligible for rural quota though you have a Certificate.
