Including a GRE score will not harm your application.San Jose State University does not expect any minimum GRE score from graduate international candidates. However, they expect the GRE scores from the students with a GPA of lower than 3.Yes, it is feasible to pursue MS in USA without GRE or IELTS tests.

As per the unofficial source, San Jose State University ranked #15 for providing the best undergraduate Engineering program, where New York University stands at # 66 position.
