Yes, it is one of the top ones for ECE. You can also check Western University, University of Ottawa, Concordia and Ryerson to name a few.

I don't think, it will be a good choice. It would be much better to pursue Intermediate, and then Bachelor's degree. That way, you will be eligible for most other courses and jobs later. This Diploma will limit your option and will not be much beneficial in later life.

Saskatchewan University offers a PG Diploma in mechanical engineering, you may pursue this course, it is also relevant to your education. You can check for more programs on the university website and also check the admission requirements.

GRE is not a must for PG Diploma programs, I will suggest you to look at the university requirements for the specific information you are looking for.

These are the decisions taken by the universities and will be based on your application. Your GRE score is good enough. I am not sure about the CGPA as these universities are highly competitive and would require an 8 out of 10.

You need to consult with immigration websites for PR information. As for international students you can obtain post study work permit for 2 to 3 years, you can then apply for a PR after gaining few years work experience and also if your skills are in demand.

MS in CSE is a very competitive course, and all the colleges/universities you have mentioned are under SPP. SPP courses get high number of applications, so it becomes even more competitive. However, your profile is decent. You should get accepted in at least one institute from the above. Please do mention if you will take GRE in future or not. GRE scores might prove to be important in your case.

There is no guarantee as getting a job will depend on your own skills and qualification. Having said that Saskatoon has good opportunities and has a strong market. Establish networks and be proactive while studying. Look for a quality internship to boost your prospects. Hope it helped.
