The score in JEE is quite low so maybe your brother is not at all applicable in any government college like NIT, IIEST or IITs but yes he may get admission in sastra university through conselling rounds conducted by sastra.

Sure, you can withdraw your seat anytime on sastra.edu website. Go to it and choose seat withdrawal and enter your username and password and get your fee back.
