You may take SAT from any of the registered test centres in the world, but if you are an Indian citizen, you can save the travel expense and take the test in your own country.

Universities abroad have their SET deadlines and application rounds. Depending on the university you have to apply by the deadlines. Usually if you are applying to USA admission rounds starts opening from Aug onwards and you can start classes only from the following year. Its not like you apply in July and start classes from Aug same year. One year is required for the entire application process.

When you give your SAT, the scores will be automatically sent to the universities you choose. The university will evaluate your overall application alongwith SAT and decide whether to give you scholarship or not, they will compare your application with other applicants and will check if you deserve a spot in their university. It's an internal decision and many factors like scores, academic percentile, extracurricular activities etc are checked. Its on merit basis basically. Visit university websites and read about the financial aid. Some top universities may give on financial background but rare. To be in a competitive zone

DASA applicants have to be of Foreign Nationality/Non-Resident Indians/Persons of Indian origin or Indians who are studying abroad. Indian nationals studying abroad will be eligible for admission if they have completed their 10+2th standard from outside India. Since your son is studying in Mumbai now, the situation seems difficult. You may contact DASA office directly and enquire.

You don't have to retake your 11th to take the SAT. Instead work extra hard for your 12th and simultaneously prepare for SAT. You can also give the SAT after your 12th. Many students take a year gap and prepare for SAT, at the same time involve yourself in extracurricular activities too.
