Sorry to say but as per supreme court order there is no course available in technical field in distance learning mode. For any technical courses, you need to attend regular classes.

As per my knowledge no colleges provide combined course of B.Tech & Diploma Engineering
Best things is do Diploma engineering from Government colleges there fees is only Rs 10,000 whereas private institute have Rs 50,000.
Then after that you will have to prepare for UPSEE & other state lateral entry exam then you can easily get direct admission in B.Tech in 2nd year & I am sure you will get best college with low fees structure there will also have chance to get admission in government engineering colleges.

By taking admission in this college you can get only pool campus. Nowadays, JBIT-Dehradun and Tula's Institute are the best colleges as they have low fee structure as compared to the other colleges.
The best colleges for CSE are Graphic era and DIT, Dehradun but they may have a high fee structure.
