There is no comparison between the Indian Institute of Technology Kharagpur and School of Planning and Architecture. My advise is that your first condition to choose the college is its 'Global Market Value'. Because in today's world you can not be in the profitable condition if you are doing your M.Arch course (or any course as well) from less a recognised or low market value college. This will also degrade your value. Now, the company wants that type of students for their planning and architecture projects who have a great exposure of the current scenario at the global level.
