Ethical hacking and ethical hacker are terms used to describe hacking performed by a company or individual to help identify potential threats on a computer or network. An ethical hacker attempts to bypass system security and search for any weak points that could be exploited by malicious hackers. This information is then used by the organisation to improve the system security, in an effort to minimize or eliminate any potential attacks.
The skills required to be a good ethical hacker revolve around the amount of time that you are willing to invest in the field of data management, data transfer, networking and basic computer functions.
All these process help to build the basic mind of the ethical hacker.
One should also have some training on the penetration tools that are used to identify various loopholes in the system. Very long degree courses are not required to get the knowledge of these tools, one can get the information on certain sites or short online courses. These tools make the entire process easier and efficient.

I don't think that there are any colleges providing courses on ethical hacking. Still, if there are any colleges which provide courses on ethical hacking, I don't think that one should option for it.
Colleges, especially in India, provide a very formal and theoretical knowledge, which is not going to work in case of Hacking. Hacking is more of a mindset than a skill. If you have that Hacker mindset, then it doesn't matter that if there are any colleges for it or not. If you have that kind of mindset, then half the job is done, you now just need to harness it and let your curiosity lead you to improve your skill set. You have to read a lot, and practice a lot.
You need to practice a ton of practice. If you have that kind of mindset, you won't see anything else apart from hacking.
However, I do recommend you to clear you basics first, and then dive deep into Hacking culture. Don't try to skip the basics, otherwise you'll be a Script-kiddie.
And one more thing, don't enroll for any summer training in any institute. They will charge you a lot of money, and will teach you only the theoretical knowledge. Just save your money, and buy lots of books. And enroll in some good quality courses on the Internet which are free of cost.
