(a) Number of Indian private sector jobs are many fold higher in comparison of government jobs. Most of the government IT jobs are support roles with limited career progression opportunities. Another approach is to focus more on learning one programming language well. Once you're proficient at one language, the next one will be easier (just like learning natural languages). For some companies (typically larger ones), having a computer Science Ph.D. counts towards your starting rank. For example, Microsoft has levels to track your career trajectory within the company, starting at 59 for new grads and going up with promotions. With a Ph.D. you start a couple levels up.
