Going for higher studies or doing a job after completing Bachelor of Multimedia with specialisation in fashion designing is totally up to you. If you want to do a government job or you are very keen to study, further then you should go for higher studies. Otherwise, if you want to do private jobs only, then it's better you start early because, in the industry, experience is always more valuable than a Master's degree. So, why to pay the fee for another two years, it's better you earn money and add up to your experience because what you learn in the industry is totally different than what you learn in college. If you are specifically talking about government jobs after Masters in multimedia with specialisation in fashion designing, then there are fewer opportunities in this field. It's more of a private job thing. But you can get a job in teaching field in government colleges of designing like NIFT, NID, etc. But for that you have to complete your education first. You need to do Bachelor's as well as Master's and then Ph.D. If you don't want to do Ph.D. degree then you should have 2 years of experience after your Master's (only the experience after your Master's will be counted). Apart from teaching line, ministry of textile and Handicrafts

I personally believe that if one wants to pursue B.Com, then it is always advisable to pursue from a University recognised by UGC especially if there has to be a choice taken between the two as mentioned in the question, then University of Mumbai, Fort Campus is the best option. The Institute of Computer Accountants is just a private institution which will be there only to earn a profit. This is what I have personally observed in cases of such private institutions. However, not all the institutions are same. Here in this comparison the University of Mumbai is far more ahead of such institutions and has great alumni and faculty members
