No, I am sorry but if you don't have Maths in class 12th , you can't apply for B.Com Hons. in DU. But, you can definitely apply for B.Com.

I think it would be somewhat similar to last year's cutoffs I. e 98.5% - 97.75%.

That will completely depend on this year's cutoffs. But you should have studied maths in class 12th in order to qualify. Maths is not necessary to include in the best 4 but you should have it as one of the subjects studied in class 12th.

See it will totally depend on the cutoffs this year. Check out the previous years' cutoffs to get an idea. To ensure admissions into SRCC, the best 4 should be 98% or above. The cutoffs are lower for reserved category. Do checkout the cutoffs

No, sorry but you must have Maths as one of the subjects in 12. Not required for calculating best 4 but atleast you should have it in 12 as one of the subjects studied.

If the other 4 subjects are not from other streams, and if there's no deduction while calculating the best 4 ( if any subject is not in List A given in Srcc's website), there's a chance. It will totally depend on this year's cutoffs. But you should at least have studied maths in 12th and passed in it.

Yes but the subjects you choose for calculating the best 4 must be in list A. You can see List A on SRCC's website under admission criteria and rules. If they are not, a deduction of 2.5% per subject would be applicable while calculating best 4.

No, it's not like that. All you have to do is clear the cutoffs with the subjects mentioned in list A which is given in the SRCC website. If your subjects are not in that list a deduction of 2.5% per subject would be applicable while calculating the best 4. If you clear the cutoffs even then, you are as eligible as a commerce student.
