NIT Agartala is the Second Best after Silchar in NE states. Thus as per my view I would suggest you to go for SILCHAR -NIT is the best in terms of Placement
Infrastructure, Environment. Etc. Thus this purely on my views and as per this factor.

As per your question, you should go for NIT-Silchar. It has good placements and infrastructure as per other NIT in NE. NIT has a good environment and infrastructure and with fair placement records, among the other NIT in Northeast and after NIT Silchar comes the second that is NIT Agartala.

It is very nice to hear from you that you are interested in doing your engineering after completion of your Diploma from Silchar. It is always good to go for degree in engineering as after passing many more doors will be open for you as compared with only Diploma. Candidate must have completed graduation in Major/Honors in Zoology/ Botany/ Biotechnology/ Life Science with 45%.
Candidates are selected based on written test score, graduation score and performance in personal interview.

In Andhra, there are some good colleges if you get rank below 10,000. Those selected colleges are very good
but as it is university it also good.

There is no such restriction on General category students that they are not eligible. General category students generally have to score more to be eligible but even that criteria is very relaxed. AUS conduct their entrance exam for which you can refer here :- https://www.ausadmission.in.
