If your university is recognized by UGC for this particular course, you may very well apply to Australia or any other country provided your profile is good enough. If you have selected any colleges, write to them directly with CV.

Singapore is an affordable country for studies. National University of Singapore and Nanyang Technological University are Singapore's top most universities and they are also globally ranked. Singapore Management University is also popular. Programs are of 1 year which considerably brings down the tuition fee. The admission procedure is available online. You must visit the websites of both the schools to submit your forms. IELTS or TOEFL is not necessary for Indian applicants.
