Hi Nagmani,
You can definitely write SET exams of other states. These exams are for admission in the colleges present in that specific state and although have some reserved seats for the domicile, but do not prohibit the students of other states from appearing in their exams.

You are the only thing that matters. I mean, if you feel that you are weak at mathematics or quant subjects and need to clear the basics, you can join a nearby institution. It will also help you to gain confidence and attending an interactive session is always useful, I guess. And if you feel, your basics are strong, get yourself online books which have a good rating.

There is no procedure for direct admission in the University for the said course. You will need to take the entrance exam, as a compulsion to get through.
