No. You don't need to surrender the seat allotted in JoSAA round. While participating in Special Round, the seat allotted in JoSAA round will remain safe if you don't get a seat in Special Round and will be forfeited if you are allotted a seat in the Special Round.

Hii, Admission : Eligibility criteria are 10+2 with Biology Physics Chemistry and English subjects with at least 50% marks. Seats filled under state quota through combined counseling conducted by ANGRAU with the merit in Andhra Pradesh EAMCET. Remarks : this University facilitate sustainable growth and development of livestock and allied sectors by building competent students and resources for generating and developing educated workforce for this sector. The college have good and friendly environment and give best teaching about veterinary field. Thanks.

There are very less chances or no chances of this marks to get a government college in Tamilnadu. You haven't mentioned your category so I assume general category. The qualifying marks set by NTA is 601 marks and the students will get admission only if they qualify fixed cut off. Better luck with private colleges. Thanks.
