No, I guess. According to your rank I. e. 17k you cannot get BVSC. In all India the total seats are just 400 - 500 for this course. A rank of 1700 - 1800 will assure you a seat for BVSC in General merit. With a 94% in PCB, a score of 140+ is safe to get admission into BVSC.
