Many technologies have been introduced in BPCL, IOCL etc., which needs regular programming and coding. Also, in management sector they are introduced. So, yes they have scope but not that much. Good luck.

Damodar Valley Corporation is a good company to work in. But you are a graduate in B.Tech (ECE). You should join some PSU like BSNL, BBNL, ECI. These PSUs have higher vacancies for ECE engineers. Damodar valley mainly recruits, EE engineers. Vacancies for ECE are very less, so it would be difficult to get through. PSUs recruits ECE engineers on the basis of GATE score. So, you have to apply for GATE exam to get a seat in these PSUs.

Yes you can does Diploma in engineering after tenth grade. But at very first prepare yourself for the entrance exam and secure good marks and good rank in it. Its also has wide network of jobs availability in future so pursue it
