You can seek admission to your state colleges if you have cleared entrance exam of your state. For NIT's etc. You need to clear JEE Mains. I wonder why you want to take M.Tech software engineering integrated course for doing TNPSC.
You can pursue other courses, in different institutes or can pursue some B.Sc courses in VIT too. This is highly technical branch, which enables you to know a lot about a CSE and deals a lot of coding languages, if you wish to get placed in top industries like Amazon, Flipkart or many Software Companies you can go with this course.
