Software engineering degrees such as B.Tech CS/IT/SE or BCA or B.Sc CS/IT have compulsory basic course on Programming languages and data structures. Therefore, students who have not done any Programming language course in 10+2 stage are not in any disadvantage. However, it will be good that all student learn basic computers Science and at least one Programming language in their spare time during 10+2 stage.

If it is a 3-years state Polytechnic Diploma approved by state board of technical education and approved by AICTE, you can. As far as I know, any AICTE approved institutes do not offer Diploma in software application.

Software Engineering (SE) deals with building and maintaining software systems. It is more applied than Computer Science, placing greater emphasis on the entire software development process, from idea to final product. It is also more disciplined than Computer Science, applying more systematic practices to help ensure that products are reliable and safe. There is only subtle difference between CSE, IT and SE. IT Industry accepts all three type of graduate engineers to start career as software developer.
