There are very good colleges in Mumbai like IIT-Bombay, VJTI, etc. Actually Maharashtra is a hub of good colleges like COEP, MIT-Pune, DY Patil, etc.

Nowadays IGNOU is organising a job fair for their students but you would get better opportunity in internship and placement from regular mode education. But, for further growth you should plan for MCA programme because through BCA you won't get best salary and profile.

It is a good choice. I would recommend, you should go through the syllabus of both IT and CS and have an overview of it. However, in my opinion, there is a little bit of difference in the syllabus of both.
