Hi Waseem,
Both are very different courses. You won't learn ethical programming in Diploma in software engineering, though you might learn some basic things.

Following are best engineering institutions for B.Tech CSE after IITs & NITs: BITS Pilani, DTU Delhi, NSIT Delhi, Anna University - Chennai, Jadavapur University, Thapar University, VJTI and IIITs. Some of the colleges have better ranking placement in comparison to new NNIs & NITs.

You can pursue B.Tech in CSE or IT. Alternatively, you can go for BCA.
But, if you are not keen interested in computer languages, I don't recommend B.Tech in CSE or IT because in today's world there is a huge crowd of students in CSE and in near future there will be very tough competition in IT field.
So, think twice before taking CSE or IT or BCA.

To work as software developer or engineers you can do B.Tech CSE or IT, BCA, B.Sc IT or CS after +2 stage. In order to choose any of above mentioned option you must have maths in +2 stage.
