Yes, students can apply for admission under sports quota. I think there will be some relaxation of tuition fee, but still the student has to fulfill the eligibility criteria for getting the admission.

It totally depends on the type of sport - most of the sports facilities are free like football, basketball, badminton etc. - For few of them you will have to register yourself with a nominal fee for the whole year like shooting,swimming etc. - Regards
