PL/SQL course can be learned at home, if you already have some basic knowledge and experience in programming languages and SQL database. There are some good tutorial websites like Tutorials Point in which you can try and learn basic PL/SQL.
You must give a try by yourself first. This will help you a lot in industry which changes technologies frequently and your ability to adapt is the major criteria of success.
