This all depends on your interest as both are different fields. If you want to go into management field then go for CAT, but if your choice is administration then go for UPSC CSE.

The fee for every SSC exam is same that is Rs. 100 for gen OBC boys. And fee is exempted for ST/SC and all girls.

It depend for which post you are giving the exam. Some SSC exams have class 12th base level questions, some have class 10th level questions.
