You have to be an extraordinary wiz I must say to obtain full scholarship. In addition scholarships in these universities are mostly need based that is based on your financial situation.

You are talking about the world's most selective university. There is no set rule on how to get into Stanford or even Harvard or MIT, etc. You must have an extraordinary profile with excellent grades, high involvement in extra-curricular activities, high SAT and TOEFL scores. Overall you must be an all-rounder. Check Stanford website and go through the admission requirements page. You have to understand the kind of students they look for and prepare accordingly.

Stanford is one of the toughest universities to get into and I hope you know that. So, only meeting admission requirements won't help. You must have something special in your profile and must be an all-rounder. For a basic information, please mention what you want to study, whether bachelors or masters. For fee, please visit the university website.

To apply for Stanford, you must have decent grades. You can take SAT and must have excellent extra-curricular. For Oxford, you must have good academic grades, but SAT is not required. You must take IELTS or TOEFL. Since, the application process is online you have to check their websites.
