I would prefer IISC over other colleges as it sets a good platform for M.Sc students.

Yes, women students can get admission for M.Sc statistics programme at Loyola College (LC, Chennai). Basic eligibility requires its candidates to have passed B.Sc. Statistics / Mathematics.

The TANCET, conducted by Anna University on behalf of Tamil Nadu government, is conducted annually for admissions in PG courses. For masters in statistics, you must have At least 50% marks in B.A./B.Sc and at least 45% marks in Stats/Maths during 3 years of B.A./B.Sc programme.
