Check out the university websites for admission requirements, fees, etc. If you prefer a place with good stay back options after studies then consider Germany, Canada and Australia.

I can appreciate and understand your desire and dream of doing M Tech in part time mode. Normally some colleges offer this facility to students who are having job during daytime and can come for classes in evening. You are advised to approach your intended college and seek assistance from administrative staff there.
