Your writing IELTS score isn't good so there's no chance of you getting admission, as you need at least 6 bands in each component and minimum 6.5 overall. Retake the exam then there's a chance.

The decision on an application for a Canadian study permit will completely be based on one's individual application package. You can do Ph.D or opt for MBA or MS Management. MS Engineering Management is also a good choice. This is absolutely your choice. Since you already have a Masters applying for a second MS will be extremely difficult in Canada unless you want to specialize in a particular field. So, you decide what you want. You have to convince the university also regarding the course choice so its best you know your main interests and priorities.
