Yes, international students can apply for summer semester in Germany. Usually, German universities accept international applications in two major intakes: Summer (Mar/Apr start) intake and Fall (Aug/Sep start) intake. Note that Fall intake are open for most of the courses. However, Summer intakes are open for selective courses only.

Yes, you can pursue short courses in Germany, as several universities in Germany offer short summer programmes for their international students. In order to secure an enrollment, you will have to fulfill the eligibility requirements of that particular course, which usually includes academic qualifications and proof of language proficiency.
