Hello Aswin,
Well, this will depend on your final performance or percentile and also how competitive the university is. If you could not show significant improvement after the backlogs chances will be challenging. However, there are so many opportunities in Australia that you might land up getting an admission offer from some university or the other, maybe not the highly ranked ones. A very good application needs to be presented along with a decent IELTS score.

To pursue post graduate course in foreign countries like Australia, one need to have passed his graduation completely without any backlogs. You have to clear all your backlogs before seeking admission in the university.

Hi Aswin,
Yes, it matters. But also it depends on the university how strictly it checks the backlogs and how much weightage they give. Your final scores will also be checked and that is more important. Canada is difficult, they don't accept backlogs, not upto 11. You check options in Europe. A strong SOP and good LORs are recommended.
