Hi Azhar,
To enter into any technical programme a solid background in mathematics is essential. The primary or main eligibility criteria is a very good Bachelor's degree in a relevant field. Around 75% is least recommended for consideration by the high ranked universities. High quality projects and research work are also required. An additional English language test is required which is the IELTS. The universities have their IELTS score requirement, some may have 6.5 or some 7 and higher, in UK its usually more than 7 if you are applying for Masters. These are entrance exams to meet the English language requirements. You don't have to give both. Just one of them. You can check college websites to see the preferences and score requirements. You must register for these tests on their official websites. See here:

It depends on the level of university and the course, which you choose. There is no age limit to pursue a course, but it is definitely a criteria for embassy while deciding to give you visa or not. For Master's course, the maximum age as per my experience is 35 and for Bachelor's, it's 24. Beyond this, you should apply for Ph.D. IELTS is not a country requirement as it's not an English speaking country, but certain universities will ask for 5.5 to 6.5 band for courses taught in English.
