The syllabus for CAT and TANCET are quite similar but has only one key difference. Though both exams cover the same core quantitative ability, verbal ability and reading comprehension, and data interpretation & logical reasoning sections. You can definitely use CAT study material for these sections in your TANCET preparation. However,  TANCET has an additional section called "Analysis of Business Situations" which is not present in the CAT exam.

NO, candidates cannot apply for PG programme at Sona College of Technology without TANCET exam. Further, if candidates seeking admission to BTech Lateral entry, they can apply without TNEA Counselling.

You are eligible to apply to the CMS Institute of Management Studies MBA programme without taking the TANCET. The institute accepts the MAT and CMAT among other national entrance exams for MBA admissions. To be eligible applicants must have a valid score from any of these tests. Candidates usually need to have a Bachelors degree and meet the institutes minimum aggregate score requirements.
