Hello,
Yes, you are eligible for UGC NET exam. The candidates who have completed the post-graduation in their UG subject from the recognized university are eligible. As you have completed Master's degree, you can apply for the UGC NET in your subjects or it's related subject. You can check the official notification, if you have any doubt.

If you have done MSW, you would have to opt for Social Work as your subject in UGC NET 2018. A student who has completed MBA in HR and secured minimum 55% marks (for general category) or minimum 50% mark (for reserved as well as PWD i.e. persons with disability category) from a recognised university is eligible to apply for HR in NET (National Eligibility Test) exam.
