Before I mention the requirements, please clarify if you are looking for Bachelor degree or master degree program. Admission requirements and process will differ accordingly.

Little tough with 75%, you can try taking the GATE if it helps. Additional research work, publication etc. will also be helpful.

TUM is the best option. It is ranked 25th in the world amongst the top technological universities worldwide.

The Technical University of Munich is the best university in Germany. They always maintain their quality, so it is next to impossible for you to get admission there. They need at least 2.3 out of 6 GPA which is over 75% marks in India and they also need GATE exam result if you want to apply for an engineering course.

The chances are low because of your BE marks. But, you can try because other two scores are brilliant.
