It's an interesting situation. Techno India University indeed offers the part-time facility of doing Ph.D. But the website mentions as only in Computer science. But I suggest you approach university administration and seek their intervention may be you would be successful.

For knowing the the fees structure, you have to contact the college, because they don't actually reveal the fees .
