Yes . You will get direct admission for some programs at the ICFAI after an Entrance Examination . Then the other admissions is based on combination of entrance examination, merit etc.

It is difficult to get an MBBS seat at a government medical college in Hyderabad with a NEET score of 460, particularly for applicants in the General category. Cutoffs are higher at Telangana's premier government medical schools, such as Gandhi Medical College and Osmania Medical College. In NEET 2023 for the example Osmania Medical College closing rank for the General category was 4247 or 570 marks. However as cutoffs for reserved categories (SC ST and OBC) are typically lower there may be chance if you fall into the one of these groups.
