Yes, as per my the latest research NRI students are eligible to take the Telangana Engineering CET.  They can apply under the state quota and for further more details about their eligibilty they can refer to the official brochure issued by the university.

Based on the NIRF rankings and general assumption by the public, KLU is considered as the best and better than Gitam Hyderabad as it is the oldest university as compared to Gitam and most importantly the placements and alumni Network are much stronger in KLU than Gitam.
