The major difference is, a textile designer creates the pattern, designs for fabric and also develops fabric. The textile designers also do embellishment of fabrics. They have to select yarn, colour for the yarn, and dyes for making new fabrics. The Fashion designers, on the other hand, use the fabric developed by the textile designer to create new designs for clothes. That is a very interesting query, because most people tend to concentrate on Fashion Design. What people forget that India has glorious tradition of a textiles which is far, far older than fashion. India has always been a world leader in textiles from almost the time of Harappan Civilisation. Even today, India is very well placed in export markets because of its textile manufacturing and design capacities.
