Yes, there are few colleges which dosen't require maths in 10+2 but if you applying for MCA then you have to study maths in BCA, and its easy to study maths.

As per last year's trend, cut-off ranks for disciplines in Tezpur University were 20,000-40,000 for general category so it will be bit difficult to get a seat. Also, check the below link:

Yes, you have to be thorough with all the subjects of 11th as well as 12th as the syllabus covers all these topics. If you want, you can prioritize the concepts, but for a proper knowledge the whole syllabus needs to be completed.
