Hi there!
This is management's decision. Usually in most colleges 2nd year onwards students are settled first. Then they start the fresh batch and Orientation. Sometimes due to some technical Issues (could be admissions still on for the last few seats available etc. ). Dates are postponed. So this should not be a concerned area. Just Chill and Enjoy your College once it gets started. Thank you.

Kindly predict your college in this college predictor. JEE Main rank predictor is an online tool which predicts the candidates rank range and probable colleges based on the difficulty level of the examination, average marks scored in JEE Main and seats available in IITs, NITs, GFTIs, and other SFTIs. Thapar University is not that good now as it was 8-10 years back. It is now a common private college with unusually high fees. It's placement record has decreased. IIIT is better than Thapar University in terms of placements, students, and faculty. I will suggest IIIT. Best wishes.

Honestly, no one leaves CSE branch seat. If there's any seat left, students from other branches will take it. As you haven't given JEE, there's a very little chance to get admission in a branch of your own choice.
But yes, last year, at the end, admission to Thapar was open to all. You could get a seat in the branches available at that time.
Usually, Electrical, Chemical, Mechanical, Civil have some seats left.

If possible go through the alumni speak section to get an idea what the alumni thinks about the institute. However, we can help you with the parameters that you can keep in mind while choosing an institute. You can consider the below parameters :
1) Faculty,
2) Affiliation / Recognition
3) Course Material,
4) Quality Education,
5) Fees
6) Infrastructure
7) Success Rate.
8) Placement
9) Top recruiting companies.
You need to contact the institute officials personally for specific admission details as it differs from one college to another.
