Yes, without a question. B.E. MEE from TU is way more valued than B.E. EE in almost every respect.

Considering your question to be regarding B.E. courses,
In my experience ECE is a much recognized and preferred branch over EIE due to its established market demand and better recognition and a well tested curriculum. In terms of cut-offs for admissions for B.E. EIE lags behind B.E. ECE in Thapar and so in the placements.

Let me correct you its BE mechanical engineering not B.Tech in Thapar University.
The BE mechanical engineering programme is accredited by the engineering accreditation commission of ABET. The department has aligned its curriculum with that of Trinity College Dublin (University of Dublin, Ireland) as part of the academic collaboration to impart global standard education to the students.
Only handful of colleges throughout India hold this Accreditation.
If you go back to history, B.E Mechanical Engineering in TU was considered the best in terms of facilities, faculty, and placements and this continues till today.

In terms of cut-offs, DCRUST seems more competitive than Thapar University. However, placements is what matters.
Thapar University will expose you to some great companies like Amazon, D Shaw, Sandisk, ZS and Deloitte which might not be same with DCRUST. If your pocket is not constrained you should go for Thapar else DCRUST is a good choice considering a comparison between the same engineering branches.

The batch of 2017 saw 138 students from ECE getting placed in reputed companies like Infosys Tech, TCS, Texas Instruments, ST Microelectronics, Nagarro Software, NXP Semiconductors, Click Labs, JP Morgan, Deloitte Consulting and MU Sigma. Companies like MU Sigma, NXP Semiconductors, and Texas Instruments. There is no exact data about the package figures but it is evident that companies like MU Sigma, NXP Semiconductors, and Texas Instruments give decent packages ( ranging 5-7 lacs or even more), whereas mass recruiters like TCS and Infosys give somewhere 4-5 lacs initially.
