You have not write about the category you belongs. However your expected JEE Main AIR is about 43175. The closing ranks of last year are not available, however the ranks below the 40000 can be good enough for CSE. So you have chances in CCE and ECE.

Out of the two choices mentioned in the question, I would choose Thapar university as the university offers a plethora of choices between branches and other stuff!
