You need to enroll for a single window counseling program called TNEA which is conducted by Anna University. Through this, you will be allotted seats into Anna University and its affiliated college based on the board exam marks. TCE is also affiliated to Anna University and so you need to apply for TNEA. DA-IICT offers admission to a student only through JEE All India Rank. So, I'm sorry you don't have a chance in DA where the last year's cut-off was around 12K and I have no clue about the admission system of the other institutes you have mentioned above.
