There is no comparison between IITM and any other college as it is of high standards. You need to clear JEE Advanced for IITs. To know about the colleges which you can get, you may refer:

You cannot get the top ranking colleges like CEG and MIT but you can try for other affiliated colleges.

Under normal circumstances, you cannot. The application forms for TNEA are issues after 12th results and so are the counselling based on merit.

TNEA is a counselling process for getting admission into Anna University and its affiliated colleges. You need to submit an online application at www.annauniv.edu or www.tnea.ac.in and then enrol for TNEA counselling. There is no entrance exam and so you can get admission based on your board exam marks itself.

I am afraid you are not eligible. Tamil Nadu allows only domiciles of the state to take part in the admission process of engineering colleges. But there are very good engineering colleges in Kerala also. You can seek admission in them. If I may ask why you want to take admission in a college in Tamil Nadu?

Tamil Nadu state board is one of the most competitive exam where it is necessary to score a good cut off to get a seat into Anna University.
The difficulty is not that much as compared to any entrance exam as the question will be mostly revolving around those in the book exercises. So, you need to focus more on the concepts and the book exercises. It is also important to practice the problems especially in maths and also in physics and chemistry.
You may refer the previous year question papers which will be of immense help to you during the last days of preparation.
Don't stress too much. Just keep focusing on the concept
