Fundamentally speaking, Tamil Nadu gives admissions to engineering colleges to the 'natives' and this is done through TNEA. I am attaching a link that will give you all the required information:

Yes, nowadays, TNEA allows students from outside the state also to register themselves for the centralised admission process. Do remember that the admissions in Tamil Nadu are based on the marks obtained in 12 and there is no common entrance examination. However you will have to register yourself on the TNEA webpage of the Anna University for registering your name by uploading the required documents and paying fees and then wait for your turn in the counselling process. Tamil Nadu candidates who have passed their Class VIII to Class XII standard in Tamil Nadu. Yes, you are eligible for TNEA. There is a separate admission process for other state students through which you can apply. There is no entrance exam and so you can get admission with your board exam marks.
