If you are a native of Tamil Nadu then you may apply by producing the nativity certificate.
The TNEA counselling is a single window counselling under Anna University. It is for those students who should have either studied till class 12th in Tamil Nadu or should be a native of Tamil Nadu completing class 12th from any state.
Otherwise, you are not eligible.

With this score, if you belong to SC, ST, etc. only then you may get a good college. Your chances are really low to get a decent or a good college.
You may refer the link for the 2016 cut off marks:

The admission for Anna University and its affiliated colleges depends on your category. For every category, there is a particular cut-off marks.
PSG Institute Of Technology is one among the top 10 colleges under Anna University. And, it is very worthy to study there.
You need to have a cut off marks of atleast 190-195. Only then you may get PSG, Coimbatore.
Mention your category, so that I may help you.
All the best!

From few years TNEA is filling its seats via class 12th boards marks, there is no separate examination for that, so you really need some good marks to get good colleges there. However, for eligibility criteria have a look over its official website.
